Roofing Permits before you decide
Permit guidance is useful when it distinguishes a known process from an unresolved project classification. Newcastle publishes an online application path and general building provisions, but those do not answer every roof-covering question by themselves.
The guide below explains what the inspected sources establish, which roof-only details remain open and why a general area-based fee is not a roof quote.

- Read the actual roof scope and the conditions that change the answer.

Roof permits in Newcastle
Newcastle’s code regulates building repair and alteration under its general permit provisions. The published material reviewed for this guide does not expressly classify covering-only reroofing, coating or every type of roof repair. A roof-only permit answer therefore needs the City’s scope classification.
| Published provision | What it establishes for roofing |
|---|---|
| General permit rule | What it establishes for roofingSection 150.31 addresses construction, repair and alteration. This is broader than an express roof-covering classification. |
| Small-work exception | What it establishes for roofingThe section contains a 200 sq. ft. minor-work provision, but the reviewed text does not resolve whether that means building area or the roof repair patch. It should not be treated as an automatic roof exemption. |
| Roof-only result | What it establishes for roofingThe roof scope, structural work and jurisdiction need to be classified through Newcastle Planning and Community Development before a permit exemption or exact charge is stated. |

Newcastle permit and inspection process
The City directs permit and contractor-license applications through MyGovernmentOnline. Its published process separates an application from the issued permit.
Application and review
The relevant project documents are submitted through the City’s MGO path. Review, required payment and permit issue are separate steps. For commercial work, the City’s process includes an issued permit and approved plans at the job.
Payment and inspections
The City’s MGO instructions require a zero balance before the inspection-request button is available. Rough and final inspection requests are coordinated through the general contractor under its published instructions.
Inspection notice
The City’s building page contains both same-day request wording and a minimum 24-hour notice statement. The code-and-inspection page also states 24 hours. The current notice and roof-specific inspection stages need City confirmation before they become part of a project schedule.
Roof scope, fees and current code
The general fee schedule has residential and commercial building categories, but no dedicated roofing row in the reviewed material. A square-foot rate should not be multiplied by roof surface without the City’s classification and measurement answer.
| Scope question | Why the distinction matters |
|---|---|
| Covering-only or structural work | Why the distinction mattersA new covering and repair to structural roof components can have different review needs. The actual work must be described. |
| Fee measurement | Why the distinction mattersThe code’s general building-area measurement is not automatically the same as roof-surface square footage. |
| Code edition and amendments | Why the distinction mattersSection 150.11 contains a dynamic IRC adoption mechanism tied to OUBCC action. The department page’s older code list needs reconciliation with that mechanism and current state and local amendments. |
| New construction fees | Why the distinction mattersA fee identified for new construction should not be silently added to a roof-only planning example. |
Start with the City’s building information and linked fee/code pages. This guide retains the roof-classification and scheduling limits rather than inventing a reroof exemption or fee.
Roof permit FAQs
Does Newcastle publish a simple reroof permit exemption?
The reviewed general provisions do not expressly resolve every covering-only reroof or repair scope. A missing roofing row is not an exemption. The City needs to classify the actual project.
Can the roof-area calculator calculate my permit fee?
No. The roof budget uses measured roof surface for a narrow asphalt scenario. The City’s applicable fee category and area basis need a separate determination.
Is every Newcastle mailing address inside the City?
No. A postal name and ZIP do not define municipal boundaries. The property’s location and governing jurisdiction have to be established for the work.
